新就业群体参与社区治理的互惠机制与电商赋能路径研究——以浙江省“红色驿站”的实践探索为例
Research on the Reciprocal Mechanism of New Employment Groups Participating in Community Governance and the Empowering Pathways of E-Commerce—Taking the Practical Exploration of “Red Service Stations” in Zhejiang Province as an Example
摘要: 平台经济的兴起重塑了劳动力市场结构,催生了大规模新就业群体,但算法规训与高流动性特征导致该群体长期陷入“时空悬浮”与社会隔离困境。浙江省通过建设“红色驿站”实施物理空间的嵌入治理,有效缓解了新就业群体的生存痛点,构建了初步的联结纽带。然而,当前实践在群体异质性适配、行政区划壁垒突破及资金长效保障等方面仍面临系统性阻滞,制约了治理效能的深化。基于卡尔·波兰尼“双重运动”理论视角,治理逻辑亟需从单纯的阵地建设转向深度的组织再嵌入。应在构建“服务换治理”互惠交换机制的基础上,创新引入电商运营模式。通过将“红色驿站”升级为社区电商的“前置仓”或“提货点”,利用新就业群体的物流优势实现“公益 + 商业”的融合发展,从而破解经费依赖体制内循环的僵局。这一路径旨在打破传统属地管理的局限,实现新就业群体从悬浮的个体向城市治理“合伙人”的身份跨越,并通过电商赋能机制为基层治理现代化提供可持续的创新解决方案。
Abstract: The rise of the platform economy has reshaped the structure of the labor market and given rise to a large-scale new employment group. However, the algorithmic discipline and high mobility characteristic of this group have long trapped them in a state of “spatiotemporal suspension” and social isolation. Through the construction of “Red Service Stations”, Zhejiang Province has implemented embedded governance within physical spaces, effectively alleviating the survival challenges faced by this new employment group and establishing initial connective ties. Nevertheless, current practices still encounter systemic obstacles in terms of adapting to group heterogeneity, breaking through administrative division barriers, and ensuring long-term funding, which constrains the deepening of governance effectiveness. From the theoretical perspective of Karl Polanyi’s “Double Movement”, the logic of governance urgently needs to shift from mere site construction towards deep organizational re-embedding. Based on establishing a reciprocal exchange mechanism of “services for governance”, it is essential to innovatively introduce e-commerce operation models. By upgrading “Red Service Stations” into “forward warehouses” or “pickup points” for community e-commerce, and leveraging the logistical advantages of the new employment group to achieve an integrated development of “public welfare + commerce”, the deadlock of funding reliance on the internal circulation of the system can be broken. This pathway aims to transcend the limitations of traditional territorial management, enabling the new employment group to transcend their status as isolated individuals and become “partners” in urban governance. Through the empowering mechanism of e-commerce, it provides a sustainable and innovative solution for the modernization of grassroots governance.
