电商进村视域下乡村治理现代化的路径研究

Research on the Path of the Modernization of Rural Governance from the Perspective of E-Commerce into Rural Areas

摘要: 乡村治理现代化是国家治理体系和治理能力现代化的重要组成部分，数字技术为乡村治理升级提供了全新动能。而“电子商务进农村”作为数字技术嵌入乡村场域的重要载体，不仅重构了农村经济发展模式，更对乡村治理的主体结构、运行流程、资源配置方式产生了深刻影响。为探寻电商进村推动乡村治理现代化的路径，本文基于技术社会互动理论，系统剖析电商进村与乡村治理现代化的内在契合性，探究其赋能乡村治理升级的现实困境与潜在风险，并最终提出电商进村视域下乡村治理现代化的实现路径与保障措施。

Abstract: The modernization of rural governance is an important part of the modernization of China’s national governance system and governance capacity. Digital technology provides a new driving force for the upgrading of rural governance. As an important carrier for digital technology to be embedded in rural areas, the “e-commerce into rural areas” initiative has not only restructured the rural economic development model, but also exerted a profound impact on the subject structure, operation process and resource allocation mode of rural governance. To explore the path for e-commerce to promote the modernization of rural governance, this paper, based on the theories of Social Shaping of Technology, systematically analyzes the internal compatibility between e-commerce into rural areas and the modernization of rural governance, and investigates the practical dilemmas and potential risks of digital empowerment for rural governance upgrading. Finally, it puts forward the realization paths and safeguard measures for the modernization of rural governance from the perspective of e-commerce into rural areas.
