转型背景下渔民参与休闲渔业的困境与路径优化

Dilemmas and Path Optimization of Fishermen’s Participation in Recreational Fisheries under the Background of Industrial Transformation

摘要: 在渔业产业转型升级与乡村振兴战略深度融合的背景下，休闲渔业作为传统渔业向现代渔业转型的核心业态，凭借其“渔业 + 文旅”的融合优势，成为破解渔民转产转业难题、拓宽渔民增收渠道的重要抓手。当前，我国休闲渔业已从起步阶段逐步向规模化、多元化方向发展，但渔民作为参与主体，在转型参与过程中仍面临诸多现实阻碍，不仅制约了自身收益的提升，也影响了休闲渔业产业的高质量发展。本文立足渔业转型的时代背景，结合我国沿海及内陆渔村的实践调研，系统梳理渔民参与休闲渔业的核心困境，深入剖析困境产生的内在逻辑与外在因素，进而提出针对性的路径优化方案，为推动渔民有序参与休闲渔业、实现渔业产业提质增效与渔民稳步增收提供实践指引与理论支撑。

Abstract: Against the backdrop of the in-depth integration of fishery industrial transformation and upgrading and the rural revitalization strategy, recreational fisheries, as a core business form for the transition from traditional to modern fisheries, rely on the integrated advantages of “fishery plus cultural tourism”. It has become a key measure to address fishermen’s industrial transfer and re-employment difficulties and expand their income-increasing channels. At present, China’s recreational fishery industry has gradually evolved from the initial stage toward large-scale and diversified development. Nevertheless, fishermen, as the main participants, still confront numerous practical obstacles in the transformation process. These bottlenecks not only limit the growth of their personal income but also hinder the high-quality development of the recreational fishery industry. Based on the contemporary context of fishery transformation and field investigations of coastal and inland fishing villages in China, this paper systematically summarizes the core predicaments restricting fishermen’s participation in recreational fisheries. It further explores the internal logic and external driving factors behind such dilemmas, and puts forward targeted path optimization strategies. The research findings aim to provide practical guidance and theoretical support for promoting fishermen’s orderly participation in recreational fisheries, as well as realizing the quality and efficiency improvement of the fishery industry and steady income growth for fishermen.
