公交成本规制研究
The Research on Bus Cost Regulation
摘要:
供求关系和成本的变动对公共交通行业的价格基本没什么影响,公交行业一直采取的都是低票价、高补贴的机制。但是,大多数城市的补贴都没有到位,企业的运营成本也没有得到很好的监控,导致公交公司的损失越来越严重。本文就解决这一问题分析了公交企业的成本费用,并提出了成本规制的完整体系,使政府对公交企业的补贴数额有迹可循。
Abstract:
The relationship between supply and demand and the change of cost have little effect on the price of public transport industry, which has always adopted the mechanism of low fare and high subsidy. However, the subsidies in most cities are not in place, and the operating costs of enterprises are not well monitored, resulting in more and more serious losses of public transport companies. In order to solve this problem, this paper analyzes the cost of public transport enterprises, and puts forward a complete system of cost regulation, so that the amount of government subsidies for public transport enterprises can be traced.
