突发公共卫生事件下浅析中小服务型企业运营风险因素与应对策略

Analysis of Operational Risk Factors and Coping Strategies of Small and Medium-Sized Service Enterprises under Public Health Emergencies

摘要: 庚子年初，新型冠状病毒突然爆发，严重威胁人民群众的生命健康安全。中小服务型企业作为我国经济和社会发展的重要组成部分，维持它的稳定是市场经济秩序平稳运行的基础，是实现组织健康与人才成长的有效保障。本研究以2020年新冠肺炎为背景，聚焦中小服务型企业，采用文献分析法与访谈法研究其所面临的运营风险，对其存在的风险因素进行识别、分析和评价，并提出相应的应对策略。本文梳理了突发公共卫生事件的影响路径，中小服务型企业面临的运营风险因素，分别从事件发生前中后三个时期提出应对策略与建议，鼓励企业建立全面风险管理体系。

Abstract: In 2020, a sudden COVID-19 had a huge impact on the world economy and seriously threatened the lives and health of the masses. As an important part of the Chinese economy and social development, maintaining the stability of small and medium-sized service enterprises is the basis for the smooth operation of the market economic order, and the effective guarantee for the realization of organizational health and talent growth. Based on the novel coronavirus pneumonia in 2020, this study focused on service-oriented SMEs, and analyzed their operational risks through literature analysis and interview, identified, analyzed, and evaluated the risk factors, and put forward corresponding coping strategies. This paper combs the impact path of public health events and the operational risk factors faced by small and medium-sized service-oriented enterprises, puts forward corresponding countermeasures and suggestions from the three periods before, during, and after the events, and encourages enterprises to establish a comprehensive risk management system.
