基于PMC指数模型的上海影视产业政策量化评价

Quantitative Evaluation of Film and Television Industry Policy in Shanghai Based on PMC Index Model

摘要: 影视产业数字化转型升级是上海影视产业实现弯道超车、高质发展的重要路径，政策在影视产业转型过程中发挥着重要作用。对政策文本进行量化评价可以明确现行产业政策体系的短板，为后期政策调整和完善提供依据。本文通过文本挖掘，构建PMC指数模型评价指标体系，并对5部影视产业政策进行量化评价，PMC指数评价结果显示影视产业政策总体设计较为合理但具有改善空间，其中3部政策评分达到优秀。结合PMC曲面图，认为影视产业政策存在表述宏观，重引导轻监管，政策内容不够全面具体、激励保障措施单一等问题，结合实际从政策内容、政策性质和保障措施三方面提出相关建议。

Abstract: Digital transformation and upgrading of film and television industry is an important path for Shanghai film and television industry to achieve overtaking and high-quality development. Policy plays an important role in the transformation process of film and television industry. Quantitative evaluation of the policy text can clarify the shortcomings of the current industrial policy system and provide a basis for policy adjustment and improvement in the later period. Through text mining, this paper constructed the PMC index model evaluation index system and carried out quantitative evaluation on five film and television industry policies. The PMC index evaluation results show that the overall design of film and television industry policies is reasonable but has room for improve-ment, and three of them have achieved excellent scores. Combined with the PMC surface diagram, it is considered that there are problems in film and television industry policies, such as macro ex-pression, emphasis on guidance and neglect of supervision, insufficient comprehensive and specific policy content, single incentive and guarantee measures. Based on the reality, relevant suggestions are put forward from the policy content, nature and guarantee measures.
