社会组织参与儿童福利服务的困境和优化——基于福利多元主义视角

The Dilemma and Optimization of Social Organizations Participating in Child Welfare Services—Based on the Perspective of Welfare Pluralism

摘要: 福利多元主义视角下，社会组织作为社会福利提供的主体之一参与儿童福利事业是其基本主张，能够有效弥补政府和市场在儿童福利提供中的不足。社会组织提供儿童福利服务具有理论合理性和政策合法性。但目前中国的社会组织尚在起步阶段，在参与儿童福利服务的过程中存在着独立性不足、专业能力不强及提供服务不对口等困境。在福利多元主义的框架内，应明确社会组织的主体地位，加大对社会组织的投入，提升其专业服务能力并发展专门型的社会组织来寻求优化路径，提高儿童福利服务的效能。

Abstract: From the perspective of welfare pluralism, the participation of social organizations in child wel-fare as one of the main subjects of social welfare provision is its basic proposition, which can ef-fectively make up for the shortcomings of the government and the market in the provision of child welfare. The provision of child welfare services by social organizations is theoretically rational and policy legitimate. However, at present, China’s social organizations are still in their infancy, and there are difficulties such as insufficient independence, weak professional ability, and inappropriate service provision in the process of participating in child welfare services. Within the framework of welfare pluralism, it is necessary to clarify the dominant position of social organizations, increase investment in social organizations, improve their professional service capabilities, and develop specialized social organizations to seek optimization paths and improve the efficiency of child welfare services.
