智慧社区视角下医养结合养老服务模式发展对策研究——以H市为例

Research on the Development Countermeasures of the Service Model of Combining Medical and Nursing Care with Elderly Care from the Perspective of Smart Community—A Case Study of H City

摘要: 随着我国人口老龄化程度的不断加深，老年人患病人数逐年增加，老年人对生活质量、健康养老的需求也朝多元化方向发展。国家医保局在2022年8月发布《关于进一步推进医养结合发展的指导意见》，在当前形势下传统养老机构无法为老年人提供医疗服务。应积极探索医疗卫生机构与养老机构签约合作，保险体系支持、多部门协同、响应国家“三级诊疗”方针，制定完善的政策。整合使用社会医疗资源，建立以居家养老为主体，设立家庭病床巡诊制，创建社区医生、社会养老机构共同参与的医养结合养老服务体系，使老年人老有所养、病有所医、住有所居，健康幸福地安享晚年。

Abstract: With the deepening of the aging of the population in our country, the number of elderly patients increases year by year, and the elderly’s demand for quality of life, health care for the elderly also develops in the direction of diversification. In August 2022, the National Medical Insurance Bureau issued the Guiding Opinions on Further Promoting the Combined Development of Medical and nursing Care, and under the current situation, traditional elderly care institutions are unable to provide medical services for the elderly. We should actively explore the signing of cooperation between medical and health institutions and elderly care institutions, support the insurance system, collaborate with multiple departments, respond to the national “three-level diagnosis and treatment” policy, and formulate perfect policies. We will integrate and use social medical resources, establish home care for the elderly as the main body, set up a home hospital bed tour system, and create a combined medical and nursing care service system with the participation of community doctors and social elderly care institutions, so that the elderly have access to old-age care, medical treatment and housing, and enjoy their old age in a healthy and happy way.
