芜湖市镜湖区社区居家养老服务问题及路径研究

Research on the Problems and Pathways of Community Home-Based Elderly Care Services in Jinghu District, Wuhu City

摘要: 随着我国老龄人口的持续增长，养老需求日益多元化和个性化。在传统养老方式逐渐减弱，老年人口数量不断上升的背景下，推行社区与居家相结合的养老模式，为缓解养老压力、保障基本民生提供了有效途径。社区居家养老服务以家庭为基础、社区为依托、机构为补充，已成为应对老龄化压力的最佳选择，是我国社会化养老服务体系建设的核心环节。然而，当前社区居家养老服务在供给主体单一、专业能力不足、供需失衡等方面的问题较为严重，制约了其进一步发展。文章通过问卷调查和实地访谈，对芜湖市镜湖区社区居家养老服务的现状和特点进行了数据阐述，进一步深入分析其存在的问题及成因，并针对性地提出切实可行的解决策略。

Abstract: With the continuous growth of the elderly population in our country, the demand for elderly care is becoming increasingly diversified and personalized. Against the backdrop of a gradual decline in traditional elderly care methods and a rising elderly population, the promotion of a combined community and home-based elderly care model has provided an effective approach to alleviate elderly care pressures and ensure basic livelihood needs. Community home-based elderly care services, which are based on the family, supported by the community, and supplemented by institutions, have become the best choice in responding to the pressures of aging. It is a core component of the construction of China’s socialized elderly care service system. However, the current community home-based elderly care services face severe issues, such as a monotonous supply, insufficient professional capabilities, and a supply-demand imbalance, which constrain further development. Through questionnaires and field interviews, this article elucidates the current situation and characteristics of the community home-based elderly care services in the Jinghu District of Wuhu City, delves into the existing problems and their causes, and proposes targeted and realistic solution strategies.
