非营利组织参与社区养老的现实困境与路径优化

The Dilemma and Path Optimization of Non-Profit Organizations’ Participation in Community Pension

摘要: 社区养老作为一种公共物品，完全由政府提供会出现效率低下和资源浪费的情况，而由市场提供则无法保证困难老人的养老需求。因此，非盈利组织作为第三方来向社区老人提供养老服务成为一种解决我国养老问题的思路。但由于我国市场经济体制尚未完善加上非营利组织发展的时间较短，当前非盈利组织参与社区养老服务的供给还存在一定的问题。文章通过对非营利组织提供社区养老服务的研究，分析当前非盈利组织参与社区养老存在的问题，并根据问题提出解决方法，从而促进非盈利组织的完善，推动我国社区养老事业的健康发展。

Abstract: The provision of community care for the elderly exclusively by the Government will lead to inefficiency and wastage of resources, whereas the provision by the market will not be able to ensure the needs of the elderly in need. Therefore, non-profit organizations as a third party to provide elderly care services to the community have become a way to solve the problem of elderly care in our country. However, due to the imperfect market economic system and the short development time of non-profit organizations, there are still some problems in the supply of community elderly care services for non-profit organizations. Based on the research of non-profit organizations providing community elderly care service, this paper analyzes the existing problems of non-profit organizations participating in community elderly care, and puts forward the solutions according to the problems, in order to promote the improvement of non-profit organizations and promote the healthy development of Chinese community elderly care cause.
