河南省农村互助养老发展困境与策略研究

Research on the Challenges and Strategies for the Development of Rural Mutual Support Pension in Henan Province

摘要: 近些年来，我国人口老龄化趋势不断加剧，农村地区更不例外。随着农村地区大力实施乡村振兴政策，如何面对人口老龄化以及人口老龄化带来的负面影响成为了一项重要课题，其中互助养老就是一种有益实践且十分具有研究价值，互助养老如何高质量发展也是实施乡村振兴战略的内在要求。本篇文章首先针对互助养老进行了文献的梳理，主要选取了我国的人口大省河南省为例，通过对河南省人口老龄化的现状进行分析，发现当地互助养老发展的困境主要集中于主体参与程度低、政府支持力度有限、基础设施不完善、发展的体制机制不够完善等方面，进一步针对性地提出了优化路径来推动农村互助养老健康可持续发展，在一定程度上也有助于提升老年人的老年生活质量、提升生活幸福感。

Abstract: In recent years, China’s population aging trend has been increasing, and rural areas are no exception. With the vigorous implementation of the rural revitalization policy in rural areas, how to face the aging population and the negative impact of the aging population has become an important topic, among which mutual support pension is a beneficial practice and has great research value, and how to develop mutual support pension in high quality is also an inherent requirement for the implementation of the rural revitalization strategy. This paper first reviews the literature on mutual support pension, and mainly selects Henan province, a populous province in China, as an example. By analyzing the current situation of the aging population in Henan province, it is found that the difficulties in the development of mutual support pension are mainly concentrated in the aspects of low participation of the main body, limited government support, imperfect infrastructure, and imperfect development system and mechanism. To further promote the healthy and sustainable development of rural mutual support pension, we propose refining the optimization path. This enhancement not only contributes to a higher quality of life for the elderly but also elevates their sense of happiness to a certain degree.
