摘要: 居家养老服务是积极应对我国人口老龄化趋势的重要路径。对于提高老年群体的生活质量，缓解社会养老压力具有不可替代的作用。基于网络治理视角的“主体–内容–方式–机制”的四维分析框架审视我国城市居家养老服务供给，目前仍存在着供给主体参与不均衡、供给方式定位不清晰、供给内容不精准以及供给机制不完善等问题，无法形成有效的市场竞争和服务创新，制约养老服务业的可持续性发展。由此，需通过促进供给主体均衡参与、完善服务供给方式、更新服务供给内容、健全服务供给机制等手段，切实提升城市居家养老服务供给的质量、可及性和适应性，优化居家养老服务治理效能，加快推进养老服务体系的现代化。

Abstract: Home-based elderly care service is an important way to deal with the aging trend of the population in China. It plays an irreplaceable role in improving the quality of life of the elderly and alleviating the pressure of social pensions. Based on the four-dimensional analysis framework of “subject—content—mode—mechanism” from the perspective of network governance, the supply of urban home-based elderly care service in China is examined. At present, there are still problems such as unbalanced participation of supply subjects, unclear positioning of supply methods, inaccurate supply content and imperfect supply mechanism, which cannot form effective market competition and service innovation and restrict the sustainable development of the elderly care services industry. Therefore, it is necessary to effectively improve the quality, accessibility and adaptability of urban home-based elderly care service supply, optimize the governance efficiency of home-based elderly care service, and accelerate the modernization of the elderly care service system by promoting the balanced participation of supply subjects, improving the service supply mode, updating the service supply content, and improving the service supply mechanism.
