摘要: 校园欺凌是在校园背景下欺凌者对被欺凌者进行蓄意的、重复的攻击。随着社会迅速发展，校园欺凌行为屡禁不止，预防与防治未成年欺凌行为的问题愈加急迫。保护未成年人的身心安全不仅关乎孩子的成长，更关乎社会稳定和民族未来。当前，校园欺凌问题难以根治，涉及多个方面，包括法律法规的制定不足、学校教育的疏漏、家庭教育的缺失以及社会氛围的影响。因此，联合全社会共同努力，多层面携手合作，建立健全的反校园欺凌体系，共同保护未成年人身心健康，为社会的长治久安和民族发展奠定坚实基础。

Abstract: School bullying refers to the intentional and repeated aggression by the bully directed at the victim within the school environment. With the rapid development of society and the repeated occurrence of school bullying, the issue of preventing and combating bullying among minors is becoming more and more urgent. Protecting the physical and mental safety of minors is not only a matter of children’s growth, but also a matter of social stability and the future of the nation. At present, the problem of school bullying is difficult to eradicate, which involves many aspects, including the insufficient formulation of laws and regulations, the omission of school education, the lack of family education, and the influence of the social atmosphere. Therefore, the whole society should work together to establish a sound anti-bullying system in schools, protect the health of minors, and lay a solid foundation for the long-term stability of society and the development of the nation.
