公共政策视角下青年高质量就业问题与路径研究

Research on the Problem and Path of High-Quality Youth Employment from the Perspective of Public Policy

摘要: 青年就业对于推动社会的全面和平衡发展至关重要，同时也是推动创新与创造力的关键群体。目前，青年在就业市场上正面临不小的挑战，本文从公共政策的理论视角出发，深入探讨了公共政策在服务青年就业方面的根本特性，分析了公共政策如何满足青年就业的需求，并进一步剖析了导致青年就业困难的深层次原因。为了克服这些障碍，需要采取更加主动和有效的就业政策。这包括在政策目标的设定、规划、执行和效果评估等多个方面，为青年就业提供全面的支持。同时，还需要通过协调各方力量，加强制度建设，确保政策能够发挥应有的效果，最终实现青年的高质量就业。

Abstract: Youth employment is essential for the promotion of the comprehensive and balanced development of societies, and is also a key group for the promotion of innovation and creativity. At present, young people are facing considerable challenges in the job market. From the theoretical perspective of public policy, this paper provides an in-depth discussion of the fundamental characteristics of public policy in serving youth employment, analyses how public policy can meet the needs of youth employment, and further analyses the deep-rooted causes of youth employment difficulties. In order to overcome these obstacles, more proactive and effective employment policies are needed. This includes providing comprehensive support for youth employment in a number of areas, such as policy goal-setting, planning, implementation and impact assessment. At the same time, it is also necessary to coordinate the efforts of all parties and strengthen institutional development to ensure that the policies are able to achieve the desired effect, and ultimately achieve high-quality employment for young people.
