内蒙古农牧民参与乡村建设意愿的实现路径与促进策略

The Realization Paths and Promotion Strategies for the Willingness of Inner Mongolia’s Farmers and Herders to Participate in Rural Construction

摘要: 农牧民参与乡村建设是激发内蒙古乡村建设内生动力、确保建设成果可持续的根本保证，其制约因素包括个体与家庭、社区与组织、政策与制度等多个方面。基于此，研究提出“内生化、组织化、制度化与智慧化”的实现路径，以及“优化顶层设计、创新参与机制、培育社会资本、发展多元产业”的促进策略。研究强调构建包容激励的乡村建设参与环境，实现政府、市场、社会与农牧民的协同共建，从而激发农牧民参与乡村建设的内生动力，为探索因地制宜的乡村建设道路提供理论支撑与实践指引。

Abstract: The participation of farmers and herdsmen in rural construction is the fundamental guarantee for stimulating the internal driving force of rural construction in Inner Mongolia and ensuring the sustainability of construction achievements. The restrictive factors include multiple aspects such as individuals and families, communities and organizations, policies and systems. Based on this, the research proposes the realization path of “endogenous, organized, institutionalized and intelligent”, as well as the promotion strategy of “optimizing top-level design, innovating participation mechanisms, cultivating social capital and developing diversified industries”. The research emphasizes the establishment of an inclusive and motivating participation environment for rural construction, achieving collaborative construction among the government, the market, society and farmers and herdsmen, thereby stimulating the intrinsic motivation of farmers and herdsmen to participate in rural construction and providing theoretical support and practical guidance for exploring a rural construction path that suits local conditions.
